The "Legalization" Phase
Ayuntamiento (City Hall)
To get your Padrón. This is the foundation of your settlement; it proves you were in Spain before the Dec 31, 2025 deadline.
Oficina de Extranjería (Immigration Office)
This is the most important department. They approve your residency and work authorization.
National Police (CNP)
Once approved, you go here for your fingerprints and to receive your physical TIE card.
The "Work & Business" Phase
Tesorería de la Seguridad Social (Social Security)
Workers: To obtain your Social Security Number.
Business Owners: To register as an Autónomo and begin paying monthly Social Security contributions
Agencia Tributaria (Hacienda/Tax Agency)
Essential for business owners. You must register (using Form 036 or 037) to pay VAT (IVA) and Income Tax (IRPF).
Ministerio de Industria (CIRCE System)
If you are opening a company (SL), you use this department to register the business name and legal structure online.

Immigration types
Generic Visa Information
Non-EU citizens may stay in Spain for up to 3 months without a visa, provided they have a valid passport and a current Italian residency permit (permesso di soggiorno), along with travel documents (flight ticket, hotel reservation, medical insurance, etc.).
For stays exceeding 3 months, non-EU citizens must process a Visa before entering Spain.

Self-Employed Work Visa (Accounta Propia)
- Form EX-07 and Form 790:Completed and signed.
- Qualifications:Degrees duly legalized/homologated in Spain (if required).
- Economic Investment:Proof of investment and necessary registrations (Tax license, Social Security/Autónomo).
- Business Plan:Project details and required opening licenses.
- Government Authorization:Stamped work permit request from the Spanish Labor Authority.
Schengen Visa
- Return Authorization Form EX-13:Completed and signed.
- Accommodation & Expenses:Official Letter of Invitation (from a Spanish police station) or paid hotel, and proof of funds/repatriation costs.
- Return Guarantee:Round-trip tickets or vehicle documentation.
Family Reunification Visa
- Form EX-02 and Form 790:Completed and signed.
- Proof of Relationship:Certification of kinship and, if applicable, legal/economic dependency on the relative in Spain.
- Government Report:Request for the report on the reunifier’s conditions, stamped by Spanish provincial authorities.
- Relative’s ID:Photocopy of the Spanish Residence Card of the family member in Spain.
- Eligible family members: Spouse, dependents/minors under 18, and economically dependent parents.
Religious Visa
- Form EX-09 and Form 790:Completed and signed.
- Residence/Work Exemption Permit:From the Government Delegation in Spain.
- Justice Ministry Certificate:Verification of the Religious Entity’s registration and the applicant’s religious status.
- References:From the Italian Religious Entity and an Invitation Letter from the Spanish Institution.
